The principal of E2 is the Hon. Roger Berliner, Esq. His breadth of experience uniquely combines:
- Recent service as the Regulatory Affairs Advisor to Clean Energy Economy for the Region (CLEER) and testifying before the Colorado Public Utilities Commission advocating for rural equity in the delivery of residential energy efficiency services.
- 12 years as a progressive public servant on the Montgomery County, Md. County Council, where he led on energy, environment, and transportation policy.
- a 12 year foundation in energy/environmental policy development inside the US Senate and House of Representatives, the California State Assembly, and the Federal Energy Regulatory Commission.
- 34 years of pro-consumer/environment/utility- reform regulatory law practice before federal courts, including the Supreme Court and the Courts of Appeals, FERC, and state public utility commissions.
- Extensive land use experience. Good land use policy is critical for the environment. It is also among the most contentious issues that local governments deal with.
- Coalition-building expertise. Roger served on the Board of the world’s largest peacebuilding organization, Search for Common Ground, for over a decade. He brings a positive energy that seeks win-win outcomes.
- Wide-ranging media & writing experience, including hosting a local television show, hosting weekly press conferences, publishing an energy newsletter, journal articles, press releases and speechwriting.
