Served as Regulatory Affairs Advisory and testified on behalf of Clean Energy Economy for the Region (CLEER) based in Carbondale, Co., which became the 1^st local environmental organization to actively participate before the Colorado Public Utilities Commission advocating for rural equity in the delivery of residential energy efficiency services.
Lead sponsor of more than a dozen environmental laws in Montgomery County, Md., including the first county green bank and benchmarking laws; the lead sponsor of the first local carbon tax (overturned by the courts on the grounds that it was too narrow in scope); lead on the first county bus rapid transit master plan; led the County to protect its last pristine creek from over-development.
Provided advisory services and testimony on behalf of residents who successfully prevented development degradation of critical eagle habitat in the Roaring Fork Valley of Colorado.

Provided the first draft of what became the Maryland Electric Service Quality Reliability Act (Chapter 167 of 2011), a law that required electric reliability standards.

As Chairman of the Metropolitan Washington Council of Governments, led the region to finally adopt “dedicated funding” for the Washington Metro subway system.

Drafter of Sec. 1270 of the Federal Energy Policy Act and its legislative history, a provision that prevented Enron from collecting hundreds of millions in “termination payments” from consumers hurt by Enron’s massive market manipulation.
